§ 302.1. Major subdivision—Lot evaluation required by licensed soil scientist.

  • Where public sewer is not available, lots shall be evaluated in accordance with "Laws and Rules for Sanitary Sewage Collection, Treatment, and Disposal 15A NCAC 18A.1900" by a Soil Scientist licensed to practice in the state of North Carolina. All costs associated with this process will be at the developer's expense. The Soil Scientist must state that:

    (a)

    Each lot can be permitted for conventional, accepted, or modified onsite systems;

    (b)

    Or, when alternative or innovative onsite systems must be used on one or more lots, description of the proposed systems must be included in narrative form with the plat.

    Depending on available space requirements, layouts of both initial and repair proposed drain fields may be necessary.

    Any easements for off-site wastewater disposal areas shall be delineated on the final plat and described by bearings and distances. Preliminary and final plats with all accompanying information shall be submitted to the Environmental Health Division of the Halifax County Health Department for review prior to submission to the Planning and Zoning Department. Approval of any lot by a licensed soil scientist does not guarantee that an Improvement Permit can be issued by the Halifax County Health Department, Environmental Health Division.
