This chapter and the regulatory codes adopted in this chapter shall govern the location,
design, material, equipment, construction, reconstruction, alteration, repair, maintenance,
moving, demolition, removal, use and occupancy of all buildings and structures located
within the jurisdiction of this county and lying outside the jurisdiction of the municipalities
within this county, regardless of whether such jurisdiction encompasses the outside
boundary lines of such municipalities or a greater distance.
