The classification plan will include all full-time, permanent classes of positions in the county service, except those positions in the State Competitive Service System and North Carolina Agricultural Extension Service, those positions subject to election by the citizens of Halifax County, the position of county manager, and any other positions exempted from the plan by the commissioners.
