  • The term "completed year" will be deemed to mean a period of 12 months in which the employee is in active pay status or is receiving workmen's compensation payments while on leave without pay. Annual vacation leave may be used for rest and relaxation, for sick leave purposes when sick leave is exhausted, and for absences due to adverse weather conditions, if the county manager does not authorize the use of administrative leave. Annual leave is permissive and may be denied when conditions are such that the work of the county could not be performed adequately if vacation leave were granted.
