The state legislature has, in G.S. chapter 153A, article 6, section 121, General Ordinance
Authority; in G.S. chapter 153A, article 18, Planning and Regulation of Development; and in G.S. chapter 143, article 21, Watershed
Protection Rules, delegated the responsibility or directed local governmental units
to adopt regulations designed to promote the public health, safety and general welfare
of its citizenry. The governing board does hereby ordain and enact into law the following
articles as the "Watershed Protection Ordinance of Halifax County," set out herein
as Chapter 66 of the Code of Ordinances of Halifax County.
