The establishment of a personnel system provides the means to recruit, select, develop,
and maintain an effective and responsible work force for Halifax County. This includes
policies and procedures governing recruitment and employment; workweek, official conduct,
outside employment, and travel; leaves of absence; employee benefits; classification
and pay; promotions, demotions, and transfers; separations, disciplinary action, and
reinstatement; grievance procedures; equal employment opportunity; and records and
reports. This policy is established under the authority of Chapter 153A-94 of the
General Statutes of North Carolina.
